Barbara has served as the Officer-in-Charge (OIC) of Engineering Services Offices in Riyadh, Saudi Arabia; Helsinki, Finland; and Hanoi, Vietnam. She was also Deputy OIC for the Engineering Services Center in Montevideo and was a department liaison with the ODNI Center for Security Evaluation.
